What is a Park District?

Curious about the difference between the Forest View Park District and the Village of Forest View? If so, read on to better understand the roles, responsibilities, and impact of the Park District in our community. You will soon understand how we operate, what services we provide, and how we differ from the Village of Forest View and other local government agencies.

#1: We’re Not the Same Thing

Unlike some of our neighboring communities, the Park District is not a department of the Village. We are a completely separate governmental agency, governed by our own elected Board of Commissioners. The Forest View Park District is what’s known as a special taxing district, just like our local school or library. Our wonderful District was incorporated on February 29th, 1964. 

#2 What Does the Park District Do?

The District’s goals concern recreation, open space, and community enrichment. We manage:

  • Forest View Park and playground
  • Amenities including the paved walking/jogging path, Recreation Room, tennis/pickleball courts, ballfield, and sand volleyball courts.
  • Programming, classes, and special events for all ages
  • Fitness programs and social opportunities
  • ...and more!

#3 What Does the Village Cover?

The Village of Forest View is the municipal government. They’re responsible for:

  • Police protection
  • Water and sewer systems
  • Garbage and recycling services
  • Street maintenance and snow plowing
  • Fire and emergency services
  • Business licensing and zoning

They also have their own staff, budget, and elected officials, including a President and Village Trustees.

#4 Why Should You Know the Difference?

Understanding the roles of each government body can help you:

  • Get issues resolved by the faster & participate actively in local decisions
  • Advocate for services and improvements effectively
  • Appreciate how different special use governments work together to support our community

While we often work with the Village and other area partners (the Library, adjacent Towns) to enhance quality of life in Forest View, our responsibilities and funding are entirely separate.

#5 How Are We Funded?

The Park District collects a mix of property taxes, program fees, and grants. None of our funding comes from the Village’s budget, and vice versa. Every dollar you contribute to the Park District goes directly back into programs, park improvements, facility maintenance, and staff who serve the community.
